The journal's primary focus is on the critical analysis of state, non-state, and hybrid governance arrangements and their direct or indirect impact on the design, delivery, equity, and sustainability of social welfare in various contexts, particularly within emerging and developing economies.

We seek contributions that move beyond descriptive accounts to offer theoretically informed and empirically rigorous analyses of how political, administrative, and institutional structures including policy processes, bureaucracy, civil society, and market mechanisms shape societal well-being and social justice.
